Background of the JTMO
In the 1990s, Pfizer Biotech (formerly Wyeth) and P&G/Gillette (formerly The Gillette
Company) began working with other local businesses, property owners, and public officials to reduce traffic congestion, improve air quality, advocate for local road improvements, and increase commuting alternatives for area employees.
In 2000 the group agreed to form the Junction Transportation Management Organization, Inc. (JTMO) as a consensus-oriented, nonprofit organization of private and public sector representatives working together to address transportation issues in the Ballardvale St./Lowell Junction area of Andover and Wilmington.
Today, the Junction TMO continues to advocate for infrastructure developments to improve access to the area. The JTMO now serves as a resource for employers to comply with the Massachusetts Rideshare regulations, advocate for commuter-oriented and sustainability legislation, and serve as a forum for the exchange of information and ideas that impact economic development in Andover, Lowell, Tewksbury and Wilmington.
