Background
In the 1990s, Pfizer Biotech (formerly Wyeth) and P&G/Gillette (formerly The Gillette
Company) began working with other local businesses, property owners, and public officials to reduce traffic congestion, improve air quality, advocate for local road improvements, and increase commuting alternatives for area employees.
In 2000 the group agreed to form the Junction Transportation Management Organization, Inc. (JTMO) as a consensus-oriented, nonprofit organization of private and public sector representatives working together to address transportation issues in the Ballardvale St./Lowell Junction area of Andover and Wilmington and nearby areas.
Advocacy for Infrastructure Improvements
Since its inception in 2001, the Junction TMO has been advocating for roadway improvements in the Ballardvale Street area. As a strong proponent of the construction of an I-93 Tri-Town Interchange, the Junction TMO has submitted public comments over the years during various stages of the project and is committed to developing a unified transportation demand management strategy for the project as it evolves.
Integral to the project is the extension of Burtt Road and a commuter rail grade crossing, both of which the JTMO also supports. Additional improvements endorsed by the JTMO are double tracking the Haverhill commuter rail line, building a new Junction rail stop, forming an interim Bus-On-Shoulder route on I-93, and (in the future) instituting a local shuttle serving the I-93 Tri-Town Development Area.
On-Site Commuter Related Marketing Events and Customized Promotional Materials
JTMO staff will develop marketing materials that promote commuter options, information and incentives in consultation with your company's representative(s). Visits to your firm would include a table display, an easel-size poster created for your location, handouts, raffles and other items that will help employees learn about travel alternatives that best fit their needs. JTMO representatives will also be available to help register employees with MassDOT's NuRide Rewards program. In some cases, JTMO members sponsor activities such as Tenant Appreciation Days, Earth Week events, summer BBQs, etc. when JTMO visits can be included to add interest and participation.
Commuter Services
The JTMO offers a range of commuter services, including ride matching for carpools and vanpools, a popular Bike-to-Work program and a free Emergency Ride Home Program. Central to the JTMO's efforts are enhanced seasonal promotions that engage employees and provide incentives for commuters to switch from driving alone to ridesharing. In addition and when appropriate, the JTMO encourages commuter friendly options like preferred parking, on-site food services, showers, fitness centers, bike racks, ATMs, and pickup and delivery laundry services.
Recognition and Regulatory Reporting Assistance
The JTMO provides assistance to its members in complying with the state Department of Environmental Protection's RideShare mandatory reporting requirements. In addition, the JTMO can help its members meet the criteria for being recognized as one of the National Transit Center's Best Workplaces for Commuters™.
Membership
Membership is open to all businesses in the area, and members are encouraged to help set priorities for the JTMO's services and advocacy activities. The JTMO, a 501 (c) 4 organization, is supported by member dues and by funding from URS, the designated Massachusetts rideshare program contractor.
